July marks 2 years of non-enrolled worker growth outpacing AE worker increases

Growth in the number of new workers that were not auto-enrolled (AE) into a pension outpaced the number of new employees that were AE in July, a month-on-month trend that has continued uninterrupted for two years.

The Pension Regulator's (TPR) latest Automatic enrolment declaration of compliance report showed that the number of AE workers had increased by 22,000, whilst the number of non-enrolled workers had grown by 55,000.

The number of eligible jobholders AE into a pension stood at 10,744,000 in July, while workers who are not AE into a pension was 10,579,000.

Growth in non-enrolled workers has continuously outpaced that of AE workers for the past 24 months, with the gap between these groups more than halving as a result, narrowing from 434,000 to 165,000 in the past year alone, from July 2021 to July 2022.

The number of workers who were already active members of a qualifying scheme totalled 11,976,000, while 976,000 were automatically re-enrolled during July.

The update also revealed that the number of employers confirming the completion of their declaration of compliance had risen to 2,081,168, while the total number of eligible employers increased by 85,000 to 33,749,000.

The figures for TPR's Automatic enrolment declaration of compliance are compiled from information submitted by employers when they complete their declaration of compliance with auto-enrolment.

TPR said the figure for auto-enrolled jobholders was likely to be higher than that shown in the report, as some employers will have reached their duties start date and automatically enrolled their eligible employees without having completed their declaration.
